Conjure Phantasm and Damage reduction
Conjure Phantasm at its base levels says it causes health degen of 5 for 2 seconds.
Flare at base level says it does 16 fire damage to the target.
I fought several skale in the newbie island using just these 2 skills at base level.
Each time i would use flare, it would display around 15 - 17 damage. The lvl 5 rogue bull has uber damage red and when i used flare on it, it displayed 2 dmg. When used on the ice elementals, it got up to the 40's. Thus i concluded taht the number that shows above the mobs head is the final dmg dealt (after reduction due to armour or weakness to that dmg).
Now comes the part i dont get. Against those lvl 1 skale, flare would display 15-17 dmg. Yet Conjure Phantasm, which is supposed to deal 10 dmg, was doing more dmg than flare!
As far as i understand, when a skill's description states that it does health degen, then it does exactly that amount of damage. No less, no more. It negates armour. And as far as i understand, the numbers that pop up above a mob's head when u dmg it is the actualy dmg you do after weakness and armour is factored. So why was CP doing more damage than Flare? Am i missing something? Have i made any wrong assumptions?
Im really confused by this and would appreciate anyone that could explain to me what is going on here and how it works.
Cheers

i'm not positive on this, but i don't think health degen goes by an exact number of hp per second. might be 2 hp a second or something like that. again, i'm not exactly sure about that but you could probably look that up pretty quick.

One arrow of health degeneration / regeneration = two health per second.

Generally Conjure Phantasm has a more set amount of damage, because it negates armour and virtually just gives them a status, which delivers a health degeneration of 5 for a certain amount of time.
Flare's damage can be changed depending on the enemies armour, while other spells, such as Conjure Phantasm, sends damage right through it.

But this is exactly why Conjure Phantasm shouldn't be doing more damage, it goes right through the armor. It should only be doing 10 dmg to the enemy, which should not be more than the 15-17 damage from flare.

What are you basing the idea that flare does less damage than CP on?
